If we're rules-lawyering, no imo. The creature that moved into the spike growth (i.e. the horse) now has it's movement affected by difficult terrain and receives 2d4 piercing DMG for every 5' traveled. Rider only takes DMG if they enter the spike growth area (i.e. jump off/thrown from horse).
