I need to get better about this, because guess what? When you do things this way, you also don't have to spend time drawing a bunch of stuff that gets covered up anyway!
My most strongly held comics opinion (I hesitate to say "opinion," because it's a fact): lettering should be the first finished thing done, not the last. Done after (or along with) roughs and finalized before pencils. Pencils and inking should be done AROUND the lettering.
