I found this story from @npr.org about the use of "quadricopters"--basically small drones that can carry guns and shoot at targets--extremely chilling. The reports of their use against civilians, including children, is deeply disturbing--and would constitute war crimes.

The one strong prediction I have - this is going to lead to US financial sanctions against ICC employees, and possibly the ICC as an institution. That is going to get ugly for the EU.

The President has no unilateral power to create new government "Departments."

All he can do is create an "Office" within the White House (like Bush and the "Office of Homeland Security" after 9/11).

Actual "Departments" with actual powers require Congress to enact (filibuster-proof) legislation.
