France had this same issue post-war (massive 20-30%+ decreases in ridership), but they elected to give transit agencies more funding via payroll taxes and now French transit is really great. Transit ballot measures also tend to win, I think transit is broadly popular

Isn't part of it that Canada didn't pursue as much highway construction as the US (reducing overall residential and job sprawl) and Canadian cities and suburbs are just denser than US cities?
