I believe that while it always had Bluetooth inside, it initially ran on Wi-Fi so that it was on the same network as the Chromecast/phone/whatever you were playing on. They decided to allow us to use it on Bluetooth once Stadia was no more and the "update" just turns on Bluetooth capability.
