I'm not smart on drones, I'm just a helicopter pilot. They don't have transponders or radios unlike aircraft.

Drones generally don't fly that high that are hobbyists, and military drones fly much higher, closer to Class B.

But 1000-10000ft? Filled with aircraft that don't need to talk to ATC.

I'm not smart enough to give you an answer on that, I'd need the drag charts. Probably a lot more, though.

A heavy flying at 8000 MSL for cruise is a big disruption for normal air traffic.

That, and 8000ft is in most places uncontrolled airspace, class E. Lots of hobbyists not under positive control from ATC or Center. When you're cruising in E under VFR conditions, you don't need to talk to anybody.
