Manitoba, the only province taking advantage of the new low/median income federal government energy efficiency program, though their qualifying rates are pretty low unless you're Metis or First Nation band member. Alberta is the only province with nothing.

I really really really fucking hate how this CEIP program is being administered in Edmonton. Months to get even a little headway with massive delays again and again. This update was supposed to be done by the 30th, then they delayed until the 4th...it's noon on the 5th. Still not done.
