Shipping costs and tickets cover the costs of maintaining the services, their respective equipment, and paying their respective employees, but nobody up top is "making bank" off of you sending someone a get well soon card or taking a train to visit some far off family.

To elaborate for those unaware, USPS and Amtrak aren't meant to generate revenue, they're intended to provide a necessary service as cheaply as possible in order to maximize their effectiveness.
