I think that figure was presented in good faith but found to contain a significant order of (several) magnitude’s error. Not a reason for being complacent though

As a non lawyer I think the actual country law the contract is written in is significant.

I’m British so unsure how it works but having a key figure to lead strategy is surely necessary. A Leader of the Opposition , (although in this country Badenoch isn’t doing too well.). I suppose Harris isn’t able to do this. I appreciate your system is very different.

I’m very unsure about academies, the little I do hear is not optimistic. That said we only tend to hear the bad news. Also I have no children anywhere near school age, two grandchildren currently in the system
