Jortar comes from Tunderfold, a portion of Vaale where the fae court is influential--fairy tale logic is rampant.
Therefore, most Tunderfoldians are incredibly polite to strangers unless given a reason not to be; you never know when you're talking to a cursed princess or a warlock in disguise.
