There is a reason successful authoritarian movements are often more sensitive to public opinion, rather than less. Ensuring the standard of living for the people who put and will keep you in power is existential for these systems.

The other way to look at Steam Deck is essentially a cheaper more accessible gaming PC alternative that provides another point of access for the steam ecosystem
Valve isn't selling a #SteamMachine, VR headset, or a Steam Deck, to get you into Steam. They don't need user acquisition.
They are trying to sell you new hardware so that you have another reason to buy content (for the living room, VR headset, etc.)
