When I first heard about solid fuel rockets as a kid, I imagined them as just incredibly badass upside down candles that burn themselves down to nothing, which would make them ideal for discardable first stage boosters.

The US code specifies two militias. The organized militia, which is the National Guard, and the unorganized militia, which is everyone who isn't in the military or National Guard.
I know this may come as a surprise, given US gun culture, but the word "people" there is being used as a collective noun i.e. population as a whole, not individuals. That's why it also talks about a "well regulated militia". 2A envisages something like a state National Guard, not armed individuals.
