Which she will have. However, she has to have that due process while not in the country. That's how it works, and how it has worked historically. "Due process" doesn't mean she gets to stay here in the meantime; she's a worker, not an asylum seeker.

Support of a terrorist organization is against the law, for a citizen or not, and breaking the law as a non-citizen causes deportation. It's pretty clear legally.

Efficiency isn't a numbers game to do more with less. It's an output to input ratio. The inability to provide care doesn't make the department more efficient; it fakes efficiency because the input drops.

Efficiency here is serving maximum people with minimum delay and highest quality of service.
