Yes, and no. The State went 'the path of least resistance'. It was cheaper & faster to approve and start to build the central stretch. And federal grants at the time were prioritizing rural/economically distressed areas. The State has been simultaneously designing/permitting other segments.

My traumatized cats were able to get away from the carnage. Last night, they wouldn't step foot into the stall. I don't blame them. I rehomed the surviving chicken. We will spend a few weeks to patch things up and install live wire before getting chicks.
