The landlord for this parcel hadn’t paid his $6500 rent to Caltrans in over a year, but he was charging $23,500/month to 11 different immigrant businesses he was illegally subletting to. None had insurance; they all lost everything. This fire happened a week after everyone got a summons to testify.

Caltrans was trying to evict the company leasing the lot that caught fire and severely damaged the 10 Freeway. Agency says it illegally sublet the property to several small businesses.
