Systemic r*cism is affirming decisions made by people who expressly considered race when they made them.

If you can’t prove somebody didn’t say in 1956 “hey, let’s put a landfill here because it’s a Black community” or a “poor community”… maybe don’t burden that community more.

I agree on no parking lots since they don’t employ hardly anyone, but the generator yards are as big as the buildings.

And let’s do the damn math on how much of this is a subsidy to industry:

$90k per house, minus 6% of total for Realtors’ fees. Say $250k average total.

Henrico is putting $15k per house into Realtors’ pockets, $75k into developers’ pockets.

What it incentivizes is abandoning old factories.

A factory isn’t shiny any more? Don’t pay for renovations, up stakes and move somewhere they’ll beg to give you tax credits.

Screw the workers and the communities, there are always more.

The West End gets pretty shared use paths and shade and hand-wringing about “we must get it right, bridges last for decades!”

The East End gets another 1960s bridge, pedestrian deaths, heat and air pollution. For the next 75-100 years.

But think of the cars?

It’s a replacement in kind. An exact copy.

Of a desperately unsafe, baking hot, 1960s design that is entirely car-oriented.

Even though all the neighborhoods around it are dependent on foot, bus, and sometimes bike travel. 🤷‍♀️
