It´s tricky to assign responsibility in my view, since demand for forest products is "co-created" by legal frameworks in different sectors (e.g. energy demand), but also by other industries using wood for various products. Forest management cleary needs to adapt, but so does "demand" management.

Following this line of thought of looking at the national level, you`d also need to account for historic emissions in other sectors then.
