The role of government is to provide things that are in the public interest and for the public good - not to make a profit or to return an investment.
i find this notion that public spending is illegitimate bizarre as a matter of economics but totally legible as a statement of moral economy. and as per any strict system of morality, the punishment is part of the appeal. they are punishing the american people for believing in the public good.

40% of global shipping is dedicated to moving fossil fuels around. Switch to clean energy and that's a lot less pollution/fewer maritime accidents. And no more oil spills.
