Crushing opinion on Israel’s obligations just dropped from Intl Court of Justice. In findings that rely heavily on IHL, ICJ says that Israel’s duty under GCIV Art59 to facilitate relief schemes if the local population is inadequately supplied is *unconditional*, incl. relief provided by UNRWA.

Thanks Amir. Belligerent reprisals against civilians have been outlawed for at least half a century 🔽. Even under the old law of reprisal, the suspect in the shooting is not a belligerent and would have no such right.

In late April, the ICJ considered Israel’s earlier submission that it “goes to great lengths to continue to allow and facilitate the provision of necessary humanitarian assistance”. On 2 March Netanyahu had announced that “all entry of goods and supplies to the Gaza Strip will cease”.

The legacy of WW2 is at issue this week as Putin prepares for Russia’s WW2 Victory Day parade. Ukrainian historians point to the 6 million Ukrainian troops in the Soviet Red Army that helped liberate these lands and their terrible camps from German occupation.

The site of the death camp at Belzec is situated just to the north. An hour further back along the track from Krakow lies Auschwitz-Birkenau. And in Kyiv there extends the Babi Yar ravine where nearly 100,000 Ukrainian Jews, Slavs & Roma were shot by the German SS.

With Ukraine airspace closed, visitors to Kyiv typically fly in to Krakow and take the sleeper train across the border from Przemysl. On this particular week, it is a poignant journey.
For the 11-hour trip passes through the centre of the Nazi killing fields.

Financing: EU will contribute to operating budget of the Claims Commission together with other members, but this will be treated as ‘advances on payments owed by’, and recoverable from, the Russian Federation. This does not extend to the actual compensation fund for paying reparations. 4/5

The Claims Commission is to compensate for Russia’s war of aggression but also any other ‘internationally wrongful acts’ in or against Ukraine, thereby including IHL violations, & specifically including all damage, injury & loss to all natural and legal persons.

Make no mistake, phase 1 is a lifeline (not least for hostages, who otherwise seemed doomed). But will we ever get to phase 2? Key indicators will be not just releases but also opening of Rafah crossing & rehab. of hospitals in north Gaza, without which meaningful IDP return is impossible. 6/7

Experienced senior SBS officers believed that the abuses committed by the SAS on arrival in Afghanistan in 2009 were directly linked to recent SAS operational methods in Iraq, “driven by kill counts”.
Should the Inquiry now consider evidence on SAS operations in Iraq?

UKSF were described as training and mentoring local Afghan forces. But instead of UK forces instilling the need to adhere to Geneva Conventions, here it was the Afghan forces who protested at egregious violations allegedly committed by UK forces:

As @ceasefirecentre.bsky.social previously revealed, SF were the only NATO units assigned NCVs in Op Resolute Support & NATO’s own civilian casualty mitigation team was denied authority to investigate SF killings before 2016. Did failure to act on concerns in 2011 enable years of further abuses?

4. Defence spending hit a record $2.44 trillion last year. The rest of the world can’t understand Americans' domestic logic that more guns make you safer. But in global relations, that is the logic we are all signed up to, with producers making ever more weapons and selling them to ever more states.

3. The UN Charter prohibition on the use of force is crumbling.
States around the world are choosing to forget that war was outlawed in 1945 and are electing to use force as a regular instrument of foreign policy again, using illegal justifications incl. reprisal, deterrence, even land grabs.
