The bigger cities offer spaying subsidies, chipping, and vaccinations, to reduce strays. There are also many groups actively finding forever homes for cats. It's amazing. That's how we found Nachos and Mischa (we 'donated' some cash to the organization). Buying a 'brand' cat here is insanely $$$$.

Just depends on the place and person. Ours only go out on a leash in our enclosed yard. There is a large feral cat problem and so ‘purchased’ cats have to be chipped, and the gov subsidizes spaying. But it really depends on the owner and location.
