This is the actual reality we have now. We do not have inalienable rights, not even close. We do have a great document, and it needs some work. We are so threatened by bad faith characters, we cannot even consider rectifying and improving how we govern ourselves, a woefully sad state of affairs.

In fact, this is more like austerity than efficiency. SSA is already struggling to keep up with more clients with fewer resources. No fat to cut!
