I think they opened it up in order to provide a release valve to let people get out their pent up anger, & now they expect things to calm down & get back to focusing on the team. Notice they are doing it during the off season where the overall visibility is lower.

I hate to say this, but Newsom himself attended a dinner party at one of the most expensive restaurants in the US (The French Laundry) during Covid lockdown when he had serious lockdown rules in place. For which is was criticized.
