I'm in West Virginia. Our plan is just gonna be good ole boys on ATV's. (No offense to good ole boys on ATV's, they get shit done, but what happens when they run out of gas?)

That's not more efficient. It would require changes to or new mutual aid agreements between states. So in the event of a large scale disaster affecting multiple states, they would have to ask for help from states farther away. WHICH IS THE POINT OF FEMA.

States and localities already handle most of their emergencies on their own. If I'm reading this right, the goal is to reduce federal capabilities to just providing information, and hoping states will prepare for the large scale events they normally seek outside assistance for.
