I think it's going to vary a lot by province, e.g.
(For non-disability specific)

is probably the closest in Ontario, but in Quebec probably "last-resort financial assistance"

Caveat: limited prep I once did to explain social insurance/welfare to UGs in local programs

I see this RAND article provides no cites for the phrase "there are N states"...theft!

Google scholar gives more than 279 uses of that exact phrase before 1993 and 1.1M hits

Agree completely with the underutilized and the SSA and census links!

I was mostly thinking some of the Q's in later waves are only going to be available for people in their late 70s (for 1930 births) so you might not be able to use all the financial distress Qs

HRS has this cohort and family background information e.g. parental occupation for "everyone" and additional information asked in later waves (might worry about differential attrition esp. mortality)

Plus it has retrospective work history amongst other things
