In theory, yes, but in actual practice, neither segments have the bus frequencies to support bus lanes that wouldn't just be used as peak hour through lanes

My very millennial take is that I'd appreciate it if restaurants just had a phone number you could call and talk to a human anymore! it's sometimes impossibly hard to ask basic questions

No I don’t think there is but it’s probably because I can’t imagine that an app would be enough of a contributor because ridership is so tied to service and density, first and foremost and area demographics after that.
