You could certainly try! For public housing the city would have to buy one, for coops you would have to get together enough interested people to buy one.

Regulations exist to keep us safe, not to impose arbitrary aesthetic preferences. Most people I know have blackout curtains for their bedrooms, so having a windowless bedroom seems...fine, and definitely shouldn't be illegal to build and further constrain our housing supply.
