We need rules that say that an HOA can only be managed by people with jobs, because when you put retired elderly people with nothing better to do in charge you get...whatever this is.

Yeah. It's kind of the same on the other side of the pond as well.

I was lucky enough to have a Civics class and a very forward thinking history teacher, but if most schools do have the budget for stuff like that it's usually sequestered into things like debate clubs and mock trail teams.

If something like this was implemented with understanding and dignity, I could see it being helpful as a way for disabled people to control directly and help around the home and work, which would allow them to maintain their independence.

It won't, but it's a nice thought.
