So this legislation attempts to define just 2 of the words in EVERY other piece of NZ legislation? How do they think the original legislation was constructed... and dictionary maybe?

Tempting. We got gas when we had teenagers taking 20 minute showers, but it's $170 per cylinder now and i have zero idea on what the conversion cost back to electric would be!
