I live in Portugal, where the people lived under a fascist regime for many years. EVERYONE "lost paperwork", forgot orders, broke office machines, delayed relaying information, mistrained new hires, threw away instructions, broke all new equipment, etc. oops! They ground the regime down to a crawl.
