At the very least it was a violation of DoD Law of War Manual §18.3.2 & 18.3.2.1 (especially the latter). The manual merely says that our military personnel may not attack the shipwrecked. There's no requirement of an attempt to surrender.

I don't know who needs to hear this, but we don't just need video of the 2nd strike on the Venezuelan boat. We need video that starts with the 1st strike, continues uninterrupted, and ends with the last strike (2nd, 3rd or 4th). The context of time between strikes & visibility are crucial.
