As it should be.
The best example I can give for this is the fact that US immigration law is structured with an explicit presumption spelled out in law that everyone person on the planet wants to immigrate to the U.S., and thus the law requires anyone wanting a non-immigrant visa to prove they won’t stay.

I don't see why people get so worked up about Daylight Savings Time. It's nice to have extra daylight after work in the summer & back to standard time in the winter so kids aren't going to school in the dark. OTOH, if we got rid of it, it wouldn't that big a deal either.

They're not exact parallels, but our client regime in Afghanistan couldn't sustain itself & collapsed unexpectedly overnight, & now the same with Iran/Russia's client regime in Syria. Neither is replaced by democracy, but successor regimes may be more suited to their societies, in good & bad ways.
