There's little to no benefit for local communities hosting data centers. Once built they need very little local employment to maintain. The only long term financial benefit might be cheaper access to hosted compute power for local businesses, but that's not mentioned at all in the reports

I think "What is AI supposed to actually *do*" is a general problem. Quite how Armenia, faced already with water issues, is supposed to supply such data centers I'm not quite sure
