In theory parking is banned during 'rush hours' but there are always multiple offenders along any major route indulging their selfish impluses. Nice revenue opportunity if the city cares to use it.

Street parking on major arteries is the most insane thing about Toronto traffic.
Imagine how much better it would be for all road users if we abandoned the insistence that our arterial roads also be (weirdly cheap!) parking lots
