The LCWIP changes that but still the 1991 design guide is being applied to new developments so that road traffic is prioritised at newly-created crossings.

Road/redway crossings are either road-priority at-grade (give way markings on the redway) or the redway is diverted under or over the road. Virtually everywhere the pedestrian and cyclist is required to climb, sometimes quite steeply, so that the motorist is not inconvenienced.

There’s a section on one of my local routes that, according to Strava, reaches 17%, or 1 in 6. Nowhere I know of on the roads gets anything like that steep.
