From my understanding, senate dems caved and voted for the final version of the reconciliation bill on the promise that ACA subsidies would be up for vote mid December. And that’s why it’s caving, because a promise of a vote =\= securing ACA subsidies

I mean, it doesn’t sound like republicans surrendered, Dems were the ones to cave in the senate with absolutely no guarantees. How is that winning?
