They aren't required to use TIS-B either would not even have that at all if it was not equipped with ADS-B. Since it was a PAT flight from CIA HQ, it was probably carrying highly ranked officials and not receiving pings at all for stealth purposes.

Immediately politisizing this incident is highly irresponsible. The CIA helicopter was apparently flying dark with no transponder on. ATC wouldnt know where it was at that point.

I see why someone might be a little skeptical of this, but the idea was the take the violence out of the equation. Drugs and drug use will always happen, but the less influence violent cartels have over the market is a win. Buying drugs over the internet eliminated the need for... eliminations.
