Following an influx of Indians from Gujarat, Punjab and Bengal in the middle of the last century, Indians have been one of the largest Mancunian groups, with just over 69,000 people in Greater Manchester identifying as Indian or British Indian in the 2021 Census.

The “Right of first refusal” chapter of the agreement is clearly important, but most of it remains secret because the council has chosen to redact sections C, D, E, F and G. It’s therefore unclear what the council has gained in return for offering Mansour’s company first dibs.

This is the large area covered by the agreement. In a section called “Right of first refusal”, the document says that prior to the “disposal” of any land in the area, the council agrees to “first offer the Disposal Land to ADUG”.

The agreement signed in 2015 seems to be the contract that began Mansour’s partnership with the city council, and it confirms how closely Manchester has become intertwined with a controversial Gulf sheikh.
