It's desperate.
The government has no money and admitting it would lower the value of the pound making it harder to pay our foreign debt.
So instead of the easy thing (taxing the rich, actually encouraging industry, etc) they raid the coffers of normal people because "we're all in this together".

Councils have three types of land: normal, restricted, and unrestricted.
Councils should declare at least 5% of their area as "anything goes". You submit planning permission but it's rubber stamped if it passes building regs.
Encourage innovative things.
