Most of the operatives would probably have agreed with you under anything like normal circumstances, but they'd basically seen the veil of law and order destroyed by the Nazi regime and the lawlessness of the Eastern Front. Many were also former partisans themselves.

Their actions should be understood as coming from people who had, in effect, just been plunged back into the world of vendetta and pure amoral force. In a lot of cases it's clearly described almost like an ongoing psychotic break rather than something arrived at in sober judgment.
