I've been advocating for interdisciplinary teams to create narrative descriptions of what our climate changed future might look like as a way of synthesizing different fields of information to help us prepare and this group took a stab at it.

The same week last month that Texas Hill Country experienced deadly flooding, he noted, “a one-in-1,000-year storm hit North Carolina, and a one-in-1,000-year storm also hit Illinois. So how accurate can all this data be if we’re getting things that are only supposed to happen once in 1,000 years, three times the same week?”

the major questions doctrine was pretty much born in UARG v EPA (2014), a Scalia case (partially) upholding Clean Air Act regulation of GHGs, so... i would say its not that compelling!

The whole conversation was really fun and wide ranging, but among many great points, I think this one by Kelly is worth highlighting: by the time you're turning to insurance to act as an adaptation mechanism, you've messed up so many other opportunities along the way
Savannah Cox: Right. This links back to what we discussed at the outset of our conversation. In lieu of more holistic plans, financial players and ideas tend to become the “default” frames through which we think about climate risk and how to act on it in cities. Kelly Hereid: One thing we talk about in the insurance space is that insurance is behaving as the adaptation policymaker of last resort. Because by the time there is a payout from a disaster on an insurance policy, there were six different places where an intervention could have happened that didn’t—zoning, where you’re allowed to build, building codes, infrastructure investments, city planning, and so on. And when all of those fail or don’t happen and a disaster happens, insurance is there to mitigate that end risk. Because there has been historically very little appetite to make any of those upstream investments.

Is it that they "missed" flood risks or that they legally aren't allowed to consider them...

just feels like in this moment of anti-fed bureaucracy its worth being careful about this being Congress's fault
FEMA's maps are based on historic data from tidal surges and large river flooding. Sullivan says this is a problem because much of the danger comes from these large rain events. FEMA has scientists who can address the problem, but they don't have a mandate or funding from Congress to tackle it.

Digital replicas (or twins) of the entire planet and of its inhabitants are being actively proposed by the research community for a variety of purposes, with a focus on climate adaptation and mitigation. Since mathematical modelling is at the core of this digital enterprise, we undertake to explore the possible limits of models in creating twins of the Earth by recalling some of the existing visions about the nature and function of mathematical models. We thus discuss what models are, what their function is in relation to the production of knowledge, and how one can question if a model is fair, by keeping the digital twins as the focus of our analysis. This leads us to discuss the way models intervene in the democratic process and orient power toward those who wield the models, and what these artifacts represent in the context of governance of science itself.
