I filed a complaint, and learned they are absolutely not supposed to be telling people that because it'd be illegal for them to keep your car. If it's after 5pm, it can just take longer to get back after because security would need to get your key and drive you to your vehicle.

There are plenty of alternatives that have proven success for addressing and reducing crime and for rehabilitating those who committed the crime. But the US doesn't want that because the 13th amendment means they can use incarceration and prison labor to "solve" social and economic issues.
What is the Prison Industrial Complex?
The Prison Industrial Complex is what the title suggests: A complex issue. Read a broken-down explanation of the PIC and its effects.

Re paying for room/boars, it is TREMENDOUSLY expensive to keep people incarcerated. CA estimated $133,110 per person for 24/25. Despite cost, US incarceration rates have steeply increased since 1970, and we have the 3rd highest rate of incarceration; Cuba and Rowanda are 1st and 2nd respectively.

Lots of work exchanges include room and board as part of some salary packages, but this isn't a work exchange. We can't remove the context of the prisonal industrial complex. Providing lodging and food to the people he enslaved doesn't mean George Washington (et. al) wasn't enslaving people.

Labor exploitation can also refer to denying proper benefits, training, or protective measures for the work to be done safely, excessive work hours required of those exempt from overtime, un/underpaid labor, requiring additional responsibilities w/o adjusting wage & title appropriate.

This forced labor (enslavement) includes labor that has significant health risks, like fighting wildfires, as well as jobs that they would not be able to be hired for after their release due to their felony conviction. For more on this, Ava DuVerney's documentary 13th is a great resource:

Labor exploitation is when someone is overworked, underpaid, and/or can't leave the job/seek additional options.

In this instance, I'm referring to the incarcerated people being forced to work for both the state and private companies (like McDonalds) for dollars a day or less.
