Month/day thing is because they are American :) and that's pity they didn't prefer something sensible, like 2001-02-03 04:05:06PM -0700.

It's weird but not entirely random. If you arrange the format components in a specific order, you'll notice that the values are numerically sequential. For instance, in "Jan 02 15:04:06 -0700 2006," "Jan" can be replaced with "01," and "15" represents "03 PM."
