In Nazi Germany homelessness was criminalized. Homeless were called vagrants and tramps. Social services were limited or discontinued. In 1933 large scale round ups began targeting homeless people in Germany. In 1938 a "cleaning operation" sent 11k homeless people to labor camps. Most of them never made it back out.
