You're right, every bullet should be on the blockchain. Two options though. The first is to use real bullets and fire them after your transaction is processed. The second is like that Star Trek episode where instead of fighting a real war they run a simulation—that could be on the blockchain too.

Almost all Republican congresspeople voted against the PRO Act. Same with the temporary welfare policies whose expiration, some people argue, boned the general election.
