D.C. police to begin patrolling with National Guard after fatal attack. Doesn't this negate the effectiveness of the Guard being in DC if they need bodyguards, or am I missing something?

Appealing the dismissal instead of re-indicting is a way to kick the can down the road and avoid a lot of short-term humiliation over the other flaws in the case.
