I swear, this is THE DUMBEST and most annoying shit and they're ALL doing it and have for YEARS.
When you turn on CC it either stops showing subtitles for non-English bits or it just plasters [speaking foreign language] over it so you can't read the original translation.

So here's something shitty: Apparently when they moved to Disney, all the Netflix Marvel shows got their subtitles redone, & so now, when you have English captions on, there are No English-Translated Subtitles for non-English dialogue.
