So, Sen. Cotton thinks the 2nd strike is legal because the 2 survivors are trying to flip their boat to "stay in the fight". Exactly who were these 2 survivors fighting? These people were murdered. More than likely, they had NO idea what had hit them. This is a war crime. Hegseth is a war criminal.
