If It was actually a crisis it would have been solved by now.

A crisis is a a sudden and unexpected problem that has a big impact and you work to minimise it's damage.
This "crisis" might have been sudden in 2008, they now expect 15 more years of it and the government works to perpetuate it.

The word crisis is part of their marketing strategy. It's not a crisis, it's a consequence of bad policy that serves only the wealthy.
Calling it a crisis makes it seem like the want to do something to solve it. They have no interest in solving it.
