That's why we've had so many Iroquois, Navajo, Lakota, Oholone, Tohono O'odham, Nez Perce, Ute, Tewa, Hopi, Pauite, Shoshone, Tongva and Cherokee presidents, and so many African presidents too.

It has to do with who is legally privileged and who isn't not the country only being composed of one ethnicity. In fact, multi-ethnicity is a core feature of an ethnostate. It has to do with who the "state" is conceived for. The United States is an ethnostate. And Sioux land is land, not a state.
