You can't enforce this w/o automated censorship AND forcing self-censorship. Both are bad! These rules are always bent to harm queer ppl and sex workers.

Who does this pre-censorship serve, other than puritans and fascists?
We do not allow sexual content involving non-consensual activity including synthetic, simulated, illustrated, or animated versions.

I'm a church historian specialized in censorship.

The 1515 bull Inter sollicitudines was made so "thorns do not grow up with the good seed, or poisons become mixed with medicines".

We don't benefit from censorship. Your government, payment processor, elite does.

Censoring is intrinsically evil.
Excerpt from my masters thesis. The transcription reads: "Inter sollicitudines did not specify any genre of writing specifically targeted by this decree, but instead the censorship was aimed at all forms of print. The writings of many different languages were subject to censorship — not just Latin texts, but any vernacular texts or foreign language texts, such as Greek, Hebrew, Chaldean and Arabic origin. [Citation 90] According to Helm, the decree did not only note what is said in the text, but also what resulted from reading these works. [Citation 91] Such writings were claimed to teach heresy to their readers, which in turn raised scandal: "Indeed, they [readers] lapse into very great errors not only in the realm of faith but also in that of life and morals. This has often given rise to various scandals, as experience has taught, and there is daily the fear that even greater scandals are developing." [Citation 92] The censorship was not only limited to, say, clerical or academic texts, but could be practised on any vernacular writing from pamphlets to pasquinades, satires, and love poetry. It influenced all styles and genres, all text that could be found in a physical form, no matter to whom it was dedicated to or for what purpose. [Citation 93] If a text was seen by ecclesiastical authorities as “raising scandal”, it was subject for censoring; [end excerpt] Citations: 90 Minnich 2010, 93–4. 91 Helm 2015, 6. 92 “Inter sollicitudines”, Fifth Lateran Council session 10, 4.5.1515, 632.
